The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the presentation of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of opposing developments captured the grim essence of the current period. By day, political struggles are conducted: optimistic declarations are delivered from different nations. Immense energy is expended on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a ability provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles flew past – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: possibly the incoming missile won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly imported technology. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

Periodically, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on international aid – a need that European nations are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The detailed framework from Washington provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, no doubt, continue.

Strategic Calculations

It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration works based on a principle understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unrealistic to compel Moscow to abandon the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through statements or actions, from believing that the current condition will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but averting a total frontline collapse until conditions improve in its advantage.

Existing Situation

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their attention does not move to homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will modify their basic position.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.

While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
